O’Connor & Associates has compiled data on over 11,000 Harris County home sales and matched them with the 2014 HCAD value. The data was evaluated by Zip Code. Seven of the ten most over-taxed Zip Codes are heavily African American. In addition, heavily African American Zip Codes are seven times as likely to be over-taxed as primarily Anglo Zip Codes. We will provide the underlying data to any media representative upon request.
HCAD claims to be assessing all property at 100% but our evidence shows that is not true for all areas. HCAD is being investigated by Harris County Commissioners Court for their valuations of commercial properties. Does HCAD have data to prove they are fairly assessing homes in these over-taxed areas?
