HCAD 2020 Governance

Harris County Appraisal District is governed by a board of directors. The members of the Harris County Appraisal District Board of Directors are selected by tax entities. The members represent the tax entities (schools, cities, county, and special districts). There are over 600 tax entities in Harris County. The board of directors are primarily responsible for: 1) selecting chief appraiser and 2) approving budget (over $90 million for Harris County Appraisal District). The budget for all Texas appraisal districts in $572 million (2020 cost). The cost of running the appraisal districts is paid by tax entities with taxes they receive from property owners. However, the board is directors report to the tax entities.
