Ector County Appraisal District Chief Appraiser Anita Campbell seems distressed at notifying taxpayers their 2020 property tax values will not reflect either Covid-19 or low oil prices. Property taxes are based on a January 1 effective date and property taxes are paid in arrears. The property taxes paid in December 2020 or January 2021, are for tax year 2020, with an effective date of January 1, 2020
Chief Appraiser Anita Campbell reports Ector County Appraisal District will increase both residential and commercial values, due to the January 1, 2020 effective date. Covid-19 and $20 oil were not an issue on January 1, 2020. The effective date of valuation for Texas is statutory and clear. Appraisal districts and appraisal review boards will generally give no consideration to Covid-19 or low oil prices when negotiating 2020 tax assessed values.
2020 is an important year to protest. Many appraisal districts will be more flexible in working with property owners due to the Covid-19, and the limitations of resources for hearings.
Ector County property owners are urged to file a protest by May 15th, the deadline. Protest both market value and unequal appraisal. Also ask for a copy of the Ector County Appraisal District Hearing Evidence Package. It is free, but you MUST file a property tax protest by May 15th and request that the appraisal district send the Hearing Evidence Package to you. You can ask that it be sent by mail, at the expense of the appraisal district.
